Cool a place for help. That is a very touchy problem. There are chemical compounds in the soil, as phosphates and nitrates that can make it almost impossible to maintain your pool. Every situation is different, in some cases the swimming pool has to be drained and refilled completely, in others, adding extra chlorine and a Starver product (which sequesters phosphates and nitrates out of the water) can take care of the problem.
Approach it that way.
